Cannot speak to the starter gear... however a new set of friction plates is likely what you are needing... they get worn over time. if the steel plates themselves in the clutch pack look not too worn or burnt then you can likely keep them... if you can spend the extra then buy an entire new pack. With most old Yamahas, OEM replacement clutch pack is supposed to work the best.

Measure the steel Barrels (3) and the must b totally round. No cracks no flats spots and also the steel bush they ride on must be perfectly round no flat spots gauling etch may be able to get new Barrels and springs to renew those important parts the Barrels should be free to come out along with the springs a spring top hats Undo the three cap heads and open it up you'll prob find some metalllic residue which needs cleaning out clean and oil every thing apply loctite 242 blue to the cap heads and torque to 25 Newton metres All the best
